A failed state is a political body that has disintegrated to a point where basic conditions and responsibilities of a sovereign government no longer function properly (see also fragile state and state collapse). A state can also fail if the government loses its legitimacy even if it is performing its functions properly. For a stable state it is necessary for the government to enjoy both effectiveness and legitimacy. Likewise, when a nation weakens and its standard of living declines, it introduces the possibility of total governmental collapse. The Fund for Peace characterizes a failed state as having the following characteristics:
- Loss of control of its territory, or of the monopoly on the legitimate use of physical force
- Erosion of legitimate authority to make collective decisions
- Inability to provide public services
- Inability to interact with other states as a full member of the international community

သူတို့ရဲ့အလောင်းတွေကို မိသားစုကို ပြန်မပေးဘဲ သေဆုံးသူတွေဟာ Covid 19 ဖြစ်ပွားတာကြောင့် တခါတည်းမီးရှို့သင်္ဂြိုဟ်ခဲ့တယ်လို့ စစ်ကောင်စီက အကြောင်းပြန်ကြားခဲ့တယ်လို့ ဟားခါး CDF အဖွဲ့ဝင် တစ်ဦးက ပြောပါတယ်။
“ကလေးမြို့ဘက်မှာ ဆေးကုသဖို့ခေါ်သွားတယ် ပြီးတော့ လမ်းခုလတ်မှာ ဆုံးသွားတယ်ဆိုပြီး အကြောင်း ကြားတယ်၊ They took (the victims) to Kalay side, then they told us they died at the road junction.
ဒါပေမဲ့ ကျွန်တော်တို့အဖြစ်ကို ပြန်လေ့လာတဲ့အခါမှာ ကလေးမြို့ကိုဆေးကုဖို့ ခေါ်သွားရင်းနဲ့ သေတာမဟုတ်ဘဲနဲ့ တပ်ကုန်းမှာပဲနှိပ်စက်ပြီး သူတို့လက်ချက်နဲ့ သေတယ်ဆိုတာ ကျွန်တော်တို့က အတည်ပြုထားတယ်၊ However, when we investigated we found out that they did not die while being transported for medical attention, but in fact were tortured at Takkone and died there at their hands. We have verified this.
သူတို့ဘက်က နောက်ဆုံးရက်ထုတ်ပြန်ချက်ကတော့ ဆုံးသွားတဲ့လူဟာ ကိုဗစ် positive ဖြစ်တယ်၊ ကိုဗစ်-၁၉ ကြောင့် ဆုံးသွားလို့ ကလေးမြို့မှာ အလောင်းကို မီးသင်္ဂြိုဟ်လိုက်တယ်လို့ စစ်တပ်ဘက်က အကြောင်းပြန်ကြားတယ်၊ On their army side, their latest announcement said that those who died were Covid positive, and so they said the remains were cremated at Kalay Myo.

ဆိုသူဟာ ဓာတ်ဆီဆိုင်ကိုအသွား စစ်ကောင်စီက သေနတ်နဲ့ပစ်လို့ သေဆုံးခဲ့ရသလို မေ ၁၆ ရက်က ညဖက်တောင်ယာကနေပြန်လာတဲ့ ဦးဂိုရှမ်မုန် U Go Shein Hman ဟာလည်း စစ်ကောင်စီက သေနတ်ပစ်သတ်လို့ သေဆုံးခဲ့ ရတယ်လို့ လုံခြုံရေးအရ အမည်မဖော်လိုတဲ့ တီးတိန်မြို့ခံတစ်ဦးက ပြောပါတယ်။
တီးတိန်မြို့မှာပဲ မေလ ၁၈ ရက်နေ့က လမ်းဘေးမှာထောင်ထားတဲ့ ဗုံးဒဏ်ကြောင့် ၁၀ နှစ်အရွယ် ကလေးငယ် တစ်ဦး သေဆုံးခဲ့ရတယ်လို့ တီးတိန်မြို့ခံတစ်ဦးက ပြောပါတယ်။

The child who touched the bomb died. They were collecting trash and saw the bomb by the roadside, made of a new battery casing. (I think) they went and took off the new battery (and that’s when the bomb exploded).

“ဒီအချိန်မှာ သူတို့လေးတွေဟာ ကျောင်းတွေတက်ပြီးတော့ တချို့ဆို ဘွဲ့တွေရမယ်၊ တချို့ဆို လုပ်ငန်းခွင် မှာရှိနေမယ်၊ တကယ်ကို သူတို့အာဏာမသိမ်းခဲ့ဘူးဆိုရင် ဒီလိုသာအာဏာမရူးခဲ့ဘူးဆိုရင် ကျွန်တော်တို့ မြန်မာပြည်ကြီးဟာ အေးချမ်းစွာနေထိုင်ခွင့်ရမှာ။ ပညာသင်တဲ့သူလည်း ကောင်းမွန်စွာ ပညာသင်နိုင်သော အခွင့်အရေးမြောက်များစွာ ကျွန်တော်တို့ရဲ့အရှေ့မှာ လက်လှမ်းမီသလောက် ကျွန်တော်တို့ လူငယ်လေး တွေက လှမ်းနေတယ်။ အဲဒီအချိန်မှာမှ အာဏာသိမ်းရတယ်ဆိုတော့ ညီလေးလူငယ်တွေလည်း အသက် တွေပေးခဲ့ရတယ်”
