I did not know of Jeffrey Sachs paper for the NCGUB--it was probably commissioned before 2001 when I joined The Burma Fund/NCGUB.
I don't remember reading it and I don't have a copy. I don't know what he recommeded.
As I have mentioned before, I was elbowed out of RFA by junta-inclined UST who went back to Canada and his 2 female goons NS and THS, when my programs became very popular inside Burma.
